Surveying experts from IT service centers, technical authorities and political decision-makers since mid-February.
In 2015, msg - an IT consultant for the public sector for years - is conducting its first ever study in the public sector that will involve surveying both experts from service centers (IT service centers) and technical authorities, as well as political decision makers from government departments. The goal of the study is to attain an overview of the collaboration between IT and technical authorities within the public sector. The results of the study will be presented at the end of the year and regular follow-up studies are scheduled to be conducted over the next few years.
The German Government made a decision early on, going as far back as the National IT Summit in 12/18/2006, to standardize and centralize the Federal IT in an effort to make it more effective and to facilitate the management thereof. Federal information technology has found itself in a balance between concentration, standardization and efficiency enhancement on the one hand and ensuring secure operation on the other every since. A regular study now aims to identify and record the challenges this has produced for collaborations between agencies and IT and is being conducted for the first time in 2015 by msg.
The focus will be placed on analyzing the current situation of IT in the public sector, as well as the foreseeable changes outsourcing IT processes to IT service centers could bring about. For example, the study will examine the demands technical authorities place on IT service centers and digital change in the public sector.
"The role of IT in the public sector has been in a state of transition for years. We would like to use this regular study to examine for the very first time just how the collaboration between the public sector and IT service centers is being viewed," explains Jürgen Fritsche, head of Public Sector Solutions Consulting at msg systems ag. "The process initiated on the Federal level years ago must also be analyzed on the state and local levels and presents significant challenges for everyone involved. We are very excited to see the results of the study and the more experts are involved, the more meaningful the results will be."
As part of the study, interviews with employees and decision makers at Federal, state and larger local agencies, as well as government departments have been ongoing since mid February 2015. msg is being assisted by market analysis and consulting company Pierre Audoin Consultants (PAC) in the surveys and preparation of the study. The results of the study are scheduled to be published in the fall of 2015.
